Was ist Staatszerfall und welche Merkmale hat er?
Gibt es verschieden Stufen von Staatszerfall und wenn ja, welche Unterscheidungsmöglichkeiten existieren zwischen ihnen?
Gehen von zerfallenden Staaten globalen Gefahren aus und wenn ja, warum und welche?
Auf diesen Fragen basierend gliedert sich meine Arbeit in vier inhaltliche Abschnitte. Im ersten Teil meiner Arbeit werden, basierend auf Merkmalen moderner Staaten, Kennzeichen fragiler Staaten beschrieben und eine Typologieeinteilung diesbezüglich vorgenommen. Darauf aufbauend beschreibe ich im zweiten Abschnitt die Zusammenhänge von Staatszerfall und den daraus möglicherweise erwachsenden globalen Sicherheitsrisiken. Einen besonderen Schwerpunkt lege ich bei dieser Betrachtung auf die Interdependenz zwischen fragiler Staatlichkeit und dem internationalen Terrorismus. Da die externe Intervention eine Möglichkeit ist, Staatszerfall und den daraus erwachsenden Gefahren zu begegnen, gehe ich im vorletzten Abschnitt kurz darauf ein und schließe meine Arbeit mit einem aus persönlichen Erfahrungen geprägten Resümee.
Abschließend noch einige Bemerkungen zu der von mir verwendeten Literatur. Schaut guy sich die Jahreszahlen meiner benutzten Literatur an, ist guy geneigt, das Thema Staatszerfall bzw. fragile Staatlichkeit als neues Phänomen zu deklarieren. Tatsächlich ist es jedoch so, dass seit dem Ende des Kalten Krieges die Zahl von fragilen Staaten, insbesondere in der sogenannten Zweiten und Dritten Welt, stetig zugenommen hat . Allerdings wurde dieser Vorgang lange als entwicklungspolitisches challenge mit lediglich lokal begrenzten Auswirkungen wahrgenommen. Erst mit den Anschlägen vom 11.September 2001 und der Nutzung zerfallener Staaten als territoriale foundation für Terrornetzwerke, rückte dieses Thema zunehmend in den sicherheitspolitischen concentration . Dies erklärt die relativ vielfältige, aktuelle und neue Literatur zu dieser Problematik. Im Wesentlichen stützt sich meine Arbeit auf die Literatur aus dem States-at-Risk-Projekt der Stiftung Wissenschaft und Politik. Diese Projektgruppe unter der Leitung von Ulrich Schneckener erarbeitete ein Analysekonzept, welches zum einen generalisierende, weiterführende Aussagen zum Thema fragile Staatlichkeit ermöglicht und zum anderen einen Vergleich zwischen verschiedenen Ländern möglich macht .
